Registration: Validation errors cause screen to scroll up

Makes keyboard usability not too good.

if you have validation issues on reg screen (when using keyboard), then it causes screen to scroll up. really annoying.

i see it when i tab through the form and enter text. if i skip the secondary contact field and try to tab through, then it scrolls up (b/c 2ndary # fails to validate).
